
A Certified Internal Auditor and a Certified Fraud Examiner, Mark is the Director of Internal Audit for the County of Sarasota, FL. Prior to that, he had held audit management positions in higher education, most recently as Manager of Audit and Advisory Services at Dartmouth College, Hanover NH.
In the past, Mark has held positions as an internal audit executive and fraud investigator in NY state government; and also spent several years managing and performing audits for fraud, waste and abuse in the Medicaid program. Early in his career, Mark worked for six years in public accounting as an audit consultant and expert witness for the Civil Litigation Bureau of the NYS Attorney General. In that capacity, he investigated, and presented court testimony about, matters related to excessive, irregular and fraudulent government contracts.
As an internal audit professional, Mark has been a pioneer in adapting and integrating management control theory and TQM techniques into the internal audit process. As a fraud investigator, he has been involved in resolving major cases of government fraud and corruption, and has worked closely with state and federal investigative agencies, including the FBI.
He has written extensively on fraud, internal auditing, and management control topics, both from a theoretical and a practical perspective. His articles have appeared internationally in Internal Auditor, the Journal of the Institute of Internal Auditors and in College and University Auditor, the Journal of the Association of College and University Auditors. His articles have also appeared throughout the U.S. and abroad in various publications of the Institute of Internal Auditors, the Association of Certified Fraud Examiners, and other professional societies involved in the prevention and detection of white collar crime. Several have been incorporated into the curricula of academic and professional education programs.
In addition to his writing, Mark has conducted numerous seminars on behalf of professional societies on the theory and practice of internal auditing, management control theory and implementation, and fraud investigation. Among these have been international, regional and local conferences sponsored by the Institute of Internal Auditors, the NYS Society of CPAs, the Institute of Management Accountants, and the New York State Internal Control Officers' Association. He also has in the past guest lectured at colleges and universities, and provided regional consulting services to clients in the public and private sectors.
Mark is a founding member of the Albany, NY Chapter of the Association of Certified Fraud Examiners. He served as the Chapter's Vice President for Programs, Vice President of Communications, and on the Chapter's Board of Governors. Mark has been active also in the Institute of Internal Auditors, serving on the Albany NY Chapter's Board of Governors, as well as chairing the Academic Relations Committee, the Program/Seminar Committee, and the Editorial Board. In addition, he served on the Board of Editorial and National Advisors of the Inside Fraud Bulletin, a magazine published by the Maxima Group, London, U.K., one of the leading international organizations specializing in the detection, prevention, and investigation of fraudulent activity.
Mark was educated at Iona College, where he earned a B.B.A degree in Accounting. He is also a graduate of the US Army Intelligence Center, and served on active and reserve duty as a Special Agent in Military Intelligence, specializing in espionage investigations and counter-intelligence operations.
